This calls for another question: When did the federal government learn that constricting the mouth of the Mississippi River with jetties to facilitate navigation would drastically reduce the amount of sediment available to the delta?  The reason that this question is pertinent is because many folks in this nation hold to the opinion that we deserve our sinking delta because we wanted the levees and benefitted from them.  We wanted improved navigation, too, but almost everyone in the US benefits economically from the navigation improvements at the mouth of the River.  When the federal policy of Mississippi River management is discussed, the policies of flood control and navigation should both be considerd.  The Corps has expertly managed to make these issues seem to be separate for many years, but we can&#039;t let the structure of the Corps&#039; budget process continue to define what can and should be done to protect and restore our coast. </description>

I have searched for and found references to knowledge of subsidence in river deltas in the 1800&#039;s, but this National Geographic article is the best and most explicit item that I have ever seen on the potential for loss of land in the Mississippi River Delta. The earliest statement of knowledge of coastal land loss potential this explicit that I have previously seen came from the 1930&#039;s, and I was pretty happy to find that. This places pretty definitive responsibility for coastal land loss on the federal government. These statement pre-date most federal actions that had a material impact on the shape of the coastal wetlands.  
 
One must now conclude that the federal government took action that destroyed coastal land (that has not been disputed); the federal government knew when they did it what was going to happen; and no one was compensated for the loss of their land as a result. The federal government owes Louisiana and its citizens considerable damages for the loss of land in coastal Louisiana.
